Actually, yes. Romans considered youth and prepubescence to be the epitome of beauty so it was common practice to remove all their body hair through shaving, plucking or various depilatory cremes and lotions in order to be "beautiful". Gladiators were the "rock stars" of their day so it would not be a stretch for them to follow this practice as well. In this scene Manu's character is being cleansed by other slaves using strigils, illustrating that his rank, even as a slave, is higher than that of other slaves. So yes, some gladiators probably did shave their pubes.
